The manufacturer or importer ensures that the product has been inspected to ensure that it meets the relevant technical standards and remains inspected. The FCC has the right to request the manufacturer to submit the test data of equipment samples or products. Devices for self-validation include commercial computers, TV and FM receivers and industrial, scientific and medical devices used by non-mass consumers of FCC Rule Part 18.

The responsible party of the equipment (usually the manufacturer or importer) tests the products at the qualified testing institution designated by the FCC to ensure that the equipment meets the relevant technical standards and retains the test report. The FCC has the right to request the responsible party to submit the samples or test data of the equipment or products. Equipment suitable for compliance declarations include home computers and peripherals, civil broadcasting receivers, super-regenerative receivers, other receivers of FCC Rule Part 15, television interface devices, cable system terminal devices and industrial research and medical equipment used by consumers of Part 18. ID authentication |
The FCC audits the samples (or photos) submitted by the applicant and the test data, and authorizes a FCC ID number to the equipment if it meets the requirements of the FCC rules. Equipment for certification include low-power transmitters such as cordless telephones, remote controls for automatic doors, radio remote control toys and safety alarm systems, devices for intentionally transmitting radio frequency energy in Part 15, industrial, scientific and medical equipment used by consumers of Part 18, automatic frequency conversion receivers and super-regenerative receivers, television interface devices, and home computers and their related devices. Authentication process:
1) Conformity Statement
The responsible party (manufacturer or importer) inspects the product at the qualified testing institution designated by the FCC and makes a test report. If the product meets the FCC standard, the relevant label shall be attached to the product, and the relevant FCC standard requirements shall be declared in the user's manual, and the test report shall be retained for FCC request.
2) apply for ID
First apply for a FRN to fill in other forms. If the applicant is applying for FCC ID for the first time, a permanent Grantee Code is required. While waiting for FCC approval to distribute to Grantee Code, the applicant should take the time to test the equipment. The FCC should have approved Grantee Code by the time all the material required by the FCC is ready and the test report has been completed. The applicant completes FCC Form 731 and Form 159 online with this Code, test report and required material. After receiving Form 159 and remittances, the FCC began to accept applications for certification. The average time for the FCC to accept ID applications is 60 days. At the end of acceptance, the FCC will send the Original Grant of the FCC ID to the applicant. After the applicant has obtained the certificate, he can sell or export the corresponding products.
The American certification FCC( Federal Communication Commission) manages the importation and usage of radio devices. The radio devices include computer, fax, electrical equipment, radio reception and transmission equipment, telephone, laptop and other products which may do harm on people’s safety. If the products included in this field apply for importing into America, they must take the FCC test which is taken by the government authorized lab and based on the FCC technical STD, and get approved. The importer and customs broker need to apply for every radio device to match FCC STD, the FCC certification, and affix FCC mark on the products. There is no factory inspection in FCC.
FCC certification is mandatory in America. It mainly tests the EMI, and do not check the EMS, which means there is no requirement for products’ anti-jamming ability and radiation ability. FCC certification mainly aims at electrical products work at the frequency spectrum 9KHz~300GHz. The products involve in radio and communication field. It mainly focuses on the radio communication equipment and jamming problem on the radio system, which includes the limitation on radio jamming and method on measurement. The FCC also certificates the system and organization and management system. Products will be divided into 2 classes: Class A and B, and A represents products used in business and factory, B is for household. Compared with Class A, Class B is stricter in FCC STD, and limitation is lower than Class A. For most electrical products, the test STDs are FCC Part 15 and FCC Part 18.
Model for FCC certification:
There are 3 models: FCC-VOC, FCC-DOC and FCC-ID:
1) FCC VERFICATION(FCC-VOC) Self verification:
Aimed products: AV products, wire telephone, household products, PC for business, etc.
The manufacturer does not have to apply for FCC certification, but he need to do the self verification or authorizes the Lab to test the products to match the related rules in FCC.
2) FCC DOC: Compliance description:
Aimed products: Home computer and external device, civilian broadcast receivers, TV interface devices and products used in factory, science
and medical treatment in Part 18.
The manufacturer does not have to apply for FCC certification, but the products must pass the test taken in the registered lab and match the
related FCC rules. Currently only the Lab from Taiwan or abroad can issue the FCC DOC.
3) FCC certification:
Aimed products: Low electric transmitter like wireless phone, remote control for auto door, radio-controlled toys, security alarm system,
radio-transmitter equipment from Part 15.
Process for certification: 1, Products must be tested by the FCC authorized lab and get the test report; 2, delivering the test report, technical data, detailed photos, block diagram, user manual, etc. to the FCC TCB test room; 3, The FCC TCB test room will confirm all the data, issue the certificate and authorize a FCC ID number. For the customer who is first applying for the FCC ID, he needs to apply for a GRANTEE CODE from FCC. For the products which are tested and certificated, they need to be marked the FCC ID on the products and then can be sold to the American market.
Remarks: If the equipment matches two or three certification, then the person in charge can decide certificate category
Specific steps for customers applying for the FCC certification:
1, Customer needs to submit the application form( Lecetek provides the blank application form);
2, Customer and Lecetek sign the commissioning-test contract;
3, Customer sends samples for test, and prepares electrical principle diagram, external/internal photos, Oscillator circuit diagram, user
manual, nameplate, Operating principle description etc. (based on different products).
4, When products pass the test, Lecetek will deliver the application data to the FCC authorized certificated organization;
5, When the company obtains the FCC certificate, it can affix the FCC mark on the products.
Remarks: List and requirements for FCC ID certification are as followed below:
1) FCC application form: Name, address and contacts for the applicant company, name, device and using standard for the product, etc. all
these information need to be correct.
2) FCC authorized letter: the letter needs to be signed and sealed by the contacts from the applicant company and scan into an electronic
file;
3) FCC confidential letter: It is an agreement on the confidentiality of product data signed by the applicant company and the TCB
organization. The letter needs to be signed and sealed by the contacts from the applicant company and scan into an electronic file;
4) Block diagram: it needs involve all the crystals and the crystal frequency, and makes sure to match with the circuit diagram;
5) Circuit diagram: it needs to match with the crystals frequency, quantity and location in the block diagram;
6) Circuit description: description of the products’ function and principle in English;
7) User manual: Containing FCC warning;
8) Label and Label’s location: The label needs to contain the FCC ID and statement, and the location needs to be obvious;
9) Internal/external photos: Product’s photos need to be clear, remarks if possible;
10) Test report: The test needs to be finished, and evaluating the product thorou
